The 'Saints Rulebook' is a Volition-licensed official guide included in the Saints Row 2: Initiation Pack, which contains notes on the various gangs, characters, locations, and general content featured in the game. Occasional typos and misspellings aside, it's a great reference for canon information that may not be explicitly mentioned in-game.
